CHSP Continues Until at Least 1 July 2027

The Commonwealth Home Support Program (CHSP) will continue providing entry-level services until at least 1 July 2027. After that date, CHSP will become part of the Support at Home program.

If you currently receive CHSP: Your services will continue without interruption. When the transition happens in 2027, you'll automatically move to an appropriate Support at Home classification with no gap in care.

What is CHSP?

The Commonwealth Home Support Program (CHSP) is an Australian Government initiative that provides entry-level support services to older Australians who need assistance to continue living independently at home and in their community. CHSP focuses on working with you, rather than doing for you, to help you maintain your independence for as long as possible.

  • Older Australians: Generally aged 65 years or over (50 years or over for Aboriginal and Torres Strait Islander people)
  • Those Needing Basic Support: Individuals who require assistance with daily living tasks to remain at home

Who is Eligible for CHSP?

You may be eligible for CHSP if you are:

  • 65 years or older (50 years or older for Aboriginal and Torres Strait Islander people)

How to Apply for CHSP Services

Step 1: Contact RusCare

Step 2: Home Support Assessment

An assessor from the Regional Assessment Service (RAS) will visit your home to discuss your needs and determine appropriate support.

Step 3: Receive Approval

If approved, you'll receive referral codes for each service you're eligible for and can begin services.

Step 4: Develop Care Plan

We'll work with you to create a personalized care plan and sign a service agreement outlining services and schedule.

Step 5: Begin Services

Our Russian-speaking team starts providing support as per your care plan. Services can begin quickly after approval.

  • Client Contribution: A small fee may be required based on your income and capacity to pay
  • Transparent Fees: We provide clear information about any costs involved

What is the difference between CHSP and Support at Home?

CHSP provides entry-level support for those needing basic assistance with one or two daily tasks like cleaning or shopping. It's ideal for maintaining independence with simple support.

Support at Home (which replaced Home Care Packages from November 2025) offers more comprehensive, coordinated care for individuals with higher or more complex needs. It includes 8 classifications, clinical care (nursing and allied health), flexible quarterly budgets, and no waiting list.

How long does the assessment process take?

Once you contact us, we'll help you get referred for a Regional Assessment Service (RAS) assessment. The assessor will typically visit your home within 2-4 weeks of your referral. The assessment itself takes 1-2 hours.

After your assessment, you'll usually receive your approval and referral codes within 1-2 weeks, and services can begin shortly after that.

What if my needs change over time?

If your care needs increase and CHSP services are no longer sufficient, you can request an assessment for Support at Home, which offers more comprehensive care with 8 classifications to match your needs.

We'll work with you to identify when a re-assessment might be beneficial and guide you through the process. You can continue receiving CHSP services while waiting for a Support at Home assessment.

Do I have to pay for CHSP services?

The majority of CHSP service costs are covered by government funding. You may be asked to make a small contribution based on your income and capacity to pay, but this is means-tested and kept affordable.

Important: No one will be denied services if they cannot afford to contribute. We provide transparent information about any costs before services begin.
